are unable to pay, and that they are deprived of the. benefit of
the insolvent laws of the state, by reason of their not having re-
sided in the state of Maryland for the last two years; Therefore,
1. Be it enacted by the General Assembly of Maryland, That the
said Hector Perkins and James M'Cann shall be and they are
hereby authorised, to prosecute their petitions for the benefit of
the insolvent laws of this state, without being compelled to prove
their residence in the state of Maryland for the last two years
previous to their application for the benefit of said laws, and that
their want of residence shall not disqualify them from obtaining

the benefit of the said laws; Provided always, that in every other
respect they comply with the conditions of the said insolvent
laws, as fully as if they had resided the proper length of time in
the state of Maryland, and this law had not been passed; And
provided further, that they satisfy the court, or commissioners,
from whom they may obtain their discharge, by competent testi-
mony, other than their own oath, that they have not come into
the state of Maryland with a view to obtain the benefit of the
said laws, hut did come to the said state for the purpose of bona
fide establishing their residence therein.

CHAP. CXLIII.
An Act for the benefit of Elizabeth Dickins, of the City of Baltimore.
WHEREAS it is represented by the petition of Elizabeth Dick-
ins, of the city of Baltimore, that she holds in her own right, in
the state of North Carolina, four negro slaves, viz. Peter about
the age of nine years, Billey about the age of six years, Eliza
about the age of four years, and Philip about the age of one year,
and which she is desirous to import and bring into this state for
her own use; Therefore,

1. Be it enacted by the General Assembly of Maryland, That Eli-
zabeth Dickins, of the city of Baltimore, be and she is hereby
authorised, to import and bring into this state, from the state of
North Carolina, and hold as slaves for life, the said negro

slaves Peter, Billey, Eliza and Philip; Provided, that nothing
herein contained shall be construed to authorise a sale or dispo-
sition of the said negro slaves or any of them, within three
years next succeeding their importation aforesaid, otherwise than
by bequest in a course of distribution, or by operation of law, and
that the said negro slaves be registered in the clerk's office of
Baltimore county court, within three months after their arrival
into this state.

CHAP. CXLIV.
A Further Supplement to the Act, entitled, An Act to authorise a Lottery or
Lotteries in the City of Baltimore, passed at December Session eighteen hun-
dred and eleven, chapter eighty-seven.
WHEREAS it appears by the report of the auditor general, that
the sum of two thousand two hundred and fifty dollars was due at
the conclusion of the year eighteen hundred and twenty, to the
Commissioners of Lotteries and their clerk, which sum has been
paid into the treasury by the managers of the Cathedral lottery
of the city of Baltimore; that in consequence however, of an act
of assembly passed at the present session, by which the said draw-
ing was extended until the eleventh day of May next, doubts having
