of whom shall form a quorum or board for the
transaction of business.

SEC. 4. And be it enacted, That the Company
shall have full power and authority to levy, charge
and collect, from all vessels of every description
whatsoever, using said wharf, the same reasona-
ble tolls or wharfage that may now be sanctioned
by law or usage in this State, to be collected in
the same manner as other small debts are re-

coverable.

SEC. 5. And be it enacted, That nothing herein
contained shall be construed as granting banking
privileges to said Company, or exempting their
property from taxation.

ture reserves to itself the right to alter or repeal
this act at pleasure.

CHAPTER 408.

Reservation.

AN ACT for the benefit of James Wheeler, a free
person of color, of Caroline county.

Passed March
10, 1858.

WHEREAS, it represented to this General Assem-
bly, That James Wheeler of Caroline county,
a free person of color has, by his industry,
economy and good conduct, acquired some real
estate in Caroline county, which he is desirous
of transmitting by his last will, which under
the existing laws of this State, he is unable to
do: Therefore,

Preamble.

SECTION 1. Be it enacted by the General Assem-
bly of Maryland, That the said James Wheeler,
be and he is hereby authorised to devise, bequeath
and dispose of the said lands and tenements by
his last will; and his heirs are hereby authorised
and empowered to have, hold, occupy, possess and
enjoy the said lands and tenements, as fully as
the lawful descendants of other persons now do,
any law, usage or custom to the contrary notwith-
standing.
