establish the same, and such high schools or
academies shall he supported in the same manner,
and shall he entitled to all the privileges, and
shall be subject to the same control as the public
schools; the board shall determine the manner in
in which pupils shall be admitted, and shall pre-
scribe the course of instruction.

SEC. 13. And be it enacted. That it shall be the
duty of the Board of School Commissioners of
Cecil county to publish annually a full and com-
plete statement of the condition of the schools
under their charge, the salaries of teachers, num-
ber of pupils of each school and school district,
cost of books and stationery, with general and
particular expenses of the system, and such other
matters as may be of public interest in connection
with said schools.

Duty of Com-
missioners.

SEC. 14. And be it enacted, That the members of
the board of public schools of Cecil county shall re-
ceive as compensation for their services not more
than two dollars per day for every day that they may
be occupied in attending the meetings of the board,
and the same compensation shall be allowed to
committees of the board when in attendance upon
such duties as the board may assign them.

Compensation.

SEC. 15. And be it enacted, That the County
Commissioners of Cecil county shall have power
whenever in their discretion they shall deem it
proper, to appoint one sensible and discreet per-
son in each election district of Cecil county, who
shall constitute a board for the purpose of divid-
ing the county into school districts, and said
board shall make such division without reference
to the boundaries of election districts, and shall
report said division to the Commissioners of
Public Schools of Cecil county as soon as practi-
cable, who shall have power to alter or change
any lines for good and sufficient reasons, and after
said division shall have been confirmed by said
board the plat shall be recorded in a book to be
kept for that purpose.

ARTICLE II.
OF THE FUNDS FOR THE SUPPORT OF PUBLIC SCHOOLS.
