tricts of the time and place of holding the next
election for trustees, by putting up notices of the
same in the most public places in the said dis-
tricts, at least ten days previous to such elec-
tions.

Trustees to
make census
report.

SEC. 3. And be it enacted, That it shall be
the duty of the said trustees to make the cen-
sus report required by the act of eighteen hun-
dred and fifty-two, chapter one hundred and six-
ty-eight, section eleventh, in the months of Au-
gust, in each and every year.

Money in hand
to be paid over.

SEC. 4. And be it enacted, That it shall be the
duty of the said trustees to report to their suc-
cessors in office within twenty days after their
qualification, the amount of money in their hands
for school purposes, and to pay the same to them,
and on failure so to do, it shall be the duty of the
said trustees in office, to sue for and collect the
same as small debts are now collected.

SEC. 5. And be it enacted, That the said trus-
tees of Primary Schools, shall not have power to
employ teachers in said schools for a term longer
than their own term of services as trustees.
SEC. 6. And be it enacted, That the said trus-
tees of Primary Schools, shall not have power or
authority to draw any sum of money from the
School Commissioners, unless the said trustees
actually owe the amount proposed to be drawn for
school purposes, and no trustee shall have power
or authority to draw money from the School Com-
missioners for the purpose of erecting school
houses, until the said houses are in progress of
erection, and the money proposed to be drawn is
due, and owing for said purpose.

SEC. 7. And be it enacted, That the board of
School Commissioners shall have power and they
are hereby authorised to prescribe the books to
be used in the several of said Primary Schools in
Carroll county.

SEC. 8. And be it enacted, That the School
Commissioners, of Carroll county, be and they
are hereby authorised to re-number the several
school districts, without reference to the election
districts in said county.

School Commissioners, for Carroll county, here-
