to supply such deficiency as may exist after the
application of such funds, as are now or shall
hereafter he appropriated by the State or county,
for these purposes.

SEC. 18. And be it enacted, That the admission
of pupils to the several schools shall he as fol-
lows: pupils may be admitted to the Grammar
and Primary Schools by certificates from the
Commissioners of the Public Schools, but no pu-
pil shall he admitted into a High School but
such as shall have received at least one year's in-
struction in a Grammar School, and shall have
passed such examination as shall be required
by the Commissioners; in such examination, ref-
erence shall be had to the moral character of the
applicant, as well as to scholastic attainments,
and to his or her faithful attendance in the Gram-
mar School, to be ascertained by a fair and im-
partial examination, of which a record shall be
preserved.
ARTICLE V.
OF POWER TO CONFER CERTIFICATES OF PROFICIENCY.

SEC. 19. And be it enacted, That the said boards
shall have power to confer certificates of profi-
ciency upon such pupils of the High Schools, as
shall give evidence of attainment in the studies
pursued in the schools.

OF FUNDS FOR THE SUPPORT OF PUBLIC EDUCATION.

SEC. 20. And be it enacted, That the inter-
est arising from any school funds now apportioned
by the State, to Somerset count)', or any such
funds as may now, or hereafter, belong to said
county, shall be distributed directly to the trea-
surer of said board of School Commissioners,
and the balance necessary for the support of pub-
lic education, beyond any fees for tuition which
may be received as hereinbefore provided, shall
be levied and collected by taxation upon the as-
sessable property of the said county, in the same
manner that other taxes are now levied and col-
