buy materials, borrow money and have and exer-
cise all such powers as may be necessary and con-
venient for the purposes contemplated by this act ;

Proviso.

Provided, always that the expenditures by the
commissioners in and about the purchase of said
land, and the erection and repair of said build-
ings shall not in the aggregate exceed the sum of
ten thousand dollars.

a full report of
their proceed-
ings.

SEC. 3. And be it enacted, That the said com-
missioners appointed by this act, shall once in ev-
ery six months or oftener if required, make a full
report of their proceedings to the County Com-
missioners of said county, and when they shall
have performed all the duties required of them
by this act, they shall make a final report of their
proceedings and return all their minutes and pa-
pers to the commissioners of said county, to be by
them preserved and kept, and the County Com-
missioners of said county, shall levy as other coun-
ty charges are levied, for the use of each of the
commissioners appointed by this act, as compen-
sation for their services, two dollars per day and
mileage at the rate of five cents per mile, for the
time they shall be actually and necessarily employ-
ed about the said business.

House and farm
to be furnished.

SEC. 4. And be it enacted, That when said farm
and buildings, contemplated by this act, shall be
in readiness for the accommodation of the poor of
said county, the said commissioners appointed by
this act, shall report the fact to the trustees of the
poor of the said county, and deliver the said farm
and buildings to said trustees, to be and remain
under the management and direction as herein
provided; and the said trustees shall immediately
cause the necessary furniture for the use of the
said building; the stock and farming implements
necessary for carrying on of the said farm, to be
procured on the most favorable terms, and shall
cause the paupers, who then may be in the pres-
ent almshouse to be removed to said farm, and the
said trustees shall have full power, liberty and
authority to appoint a physician, overseer and such
other agents and laborers, as they may deem ne-
cessary on said farm, and fix the compensation for
their services, and generally to make and estab-
lish such by-laws, orders and rules for the relief,
regulation and labor of the poor and for the good
