twenty-three, entitled an act for the general valua-
tion and assessment of property in this State, and to
provide a tax to pay the debts of the State; the
first assessment under this section to be made as soon
after the passage of this act as they may see pro-
per, and whenever thereafter they shall deem the pub-
lic interest requires a new assessment, they shall
proceed to make the same according to the provis-
ions of this section.

SEC. 2. And be it enacted, That in the execution of
the powers conferred upon them by this act, the said
Mayor and Common Council shall have full power
and authority to prescribe the mode of ascertaining
the value in money of the several kinds and descrip-
tions of property referred to in the preceding sec-
tion, owned by each and every citizen of Westmin-
ster, and others having property therein, and for ad-
justing and settling all differences in relation thereto,
and generally to do all matters and things which may
be necessary and proper for ascertaining and deter-
mining by a fair and just valuation the actual worth
of the citizens of Westminster, or property holders
therein, which shall be chargeable according to such

valuation with the public assessment; Provided, that
no land within the said city limits, and not fronting
on any street, shall be taxed on more than one acre
thereof, and the value of the improvements of the
said certain tract, of land, and the said new assess-
ment hereby authorised, when completed, shall be
chargeable, according to such valuation, with the tax-
es levied for the use of the said corporation, accord-
ing to such new assessment.

Proviso.

SEC. 3. And be it enacted, That the said Mayor
and Common Council shall have full power and au-
thority to pass all ordinances necessary and proper
to provide for the assessment hereinbefore author-
ised; for the appointment of one or more assessors ;
to prescribe their duties; to fix a suitable compen-
sation for such service; and for all other things which
may be requisite for the effective execution of the pow-
ers conferred upon the said corporation by this act ;
and the said Mayor and Common Council are hereby
empowered to provide, by ordinance, for the ap-
pointment of one or more collectors of the tax which
may be levied or be chargeable upon the said assess-
ment, to prescribe their duties, the character and
amount of bond which he or they may give for the
faithful performance of duty, and for a just and pro-
