SEC. 11. And be it enacted, That the said com-
missioners shall establish some suitable place for their
meetings, and give public notice thereof, and shall
hold stated sessions for the transaction of business,
once or oftener, in every month.

Meetings.

SEC. 12. And be it enacted, That the said commis-
sioners, or a majority of them, be and they are hereby
empowered to make all such ordinances, by-laws and
regulations, for the good government, improvement,
and benefit of the said town, and for the health and
advantage of the inhabitants thereof, as to them may
appear just and proper; to restrain all disorders and
disturbances, to prevent and abate all nuisances and
inconveniences, and may do all such acts, and things,
as may be necessary to carry into effect this act, or
promote the welfare and prosperity of said town;
Provided, they be not contrary to the constitution and
laws of this State, and of the United States; and may
establish and enforce such reasonable penalties, fines
and forfeitures, for offences and delinquencies, as
they may deem proper, not exceeding the sum of fifty
dollars in any one case.

and by-laws.

SEC. 13. And be it enacted, That this act shall take
effect from and after the date of its passage.

CHAPTER 313.

To take effect.

AN ACT to appropriate a sum of money to pay Rich-
ard B. Carmichael, Grafton L. Dulaney, and D.
C. H, Emory for their services as arbitrators un-
der the act of December session, eighteen hun-
dred and forty-six, chapter three hundred and for-
ty-seven, entitled a supplement to an act for the
relief of Passmore McCullough.

Passed Mar.
10, 1856.

WHEREAS, by the said act it was provided that the
said arbitrators should be paid for their services
as in the said act is provided; and whereas, they
have not yet been paid, and to that end legislation
is necessary; therefore,
