plan, and materials, as the said county commissioners
shall determine; and also that sealed proposals for
building or repairing said bridge or bridges will be
received until a day named in said advertisement, on
which day said proposals shall be opened, and the
contract awarded to the lowest bidder, who, in the
opinion of said county commissioners, shall be qual-
ified to build or repair the same; which said contrac-
tor shall be required to enter into bonds, with ap-
proved security, in double the amount of the contract
conditioned for the faithful performance of the said
contract.

SEC. 5. And be it enacted, That when a contractor
for the building or repairing of any bridge or bridges
shall signify to the county commissioners that the
said bridge is finished, it shall be the duty of the
said county commissioners to inspect the work, and
if, in their judgment, it has been constructed accord-
ing to the contract and specification, then they shall
take said bridge or bridges from the hands of the
said contractor, and open the same for public travel,
when, and not before, the said contractor shall be
entitled to receive the last instalment due on said
bridge.

SEC. 6. And be it enacted, That upon petition of
any citizen or citizens, of any county, made in writ-
ing, to any county commissioner, praying for a bridge
or bridges to be built or repaired, over any stream or
place dividing two adjoining counties, and the said
county commissioners shall deem (he prayer in the peti-
tion reasonable, they shall, by message, in writing, ask
the concurrence of the county commissioners of the
adjoining county, and upon the concurrence of the
said county commissioners of the adjoining county,
the commissioners of such adjoining county shall ap-
point three disinterested and discreet examiners,
whereof notice shall be given by each of the said
commissioners to the other, and the said examiners
shall, with all convenient despatch, thereafter, meet and
examine and determine as to the expediency of building
or repairing any bridge or bridges, the place where,
the plan, material, and the relative portion of the cost
each of the adjoining counties should pay, and esti-
mate the whole cost, and report their opinion of the
expediency of building or repairing of any bridge or
bridges, the place, plan, material, estimate, and all
other proceedings, to their respective county commis-
sioners; and if the said report be approved, and a
