be demanded or taken from any person for the car-
riage or toll than is allowed by this act, or if any
person shall be impeded, obstructed, or injured in
consequence of his or her passage across the said
bridge, he, she, or they may recover against the
company before any Justice of this State the amount
of the damages so sustained, and a fine of five dol-
lars for every such impediments, obstructions, or im-
proper exactions; and for the information of travel-
lers the President and managers shall cause to be
fixed, and always kept up at the toll gate, a print-
ed list of the rates of tolls; and any person or per-
sons attempting forcibly to pass the said bridge with-
out paying or refusing to pay the same after having
passed, shall be liable to the like fine, recoverable in
the like manner, to the use of the said company, and
the said President and managers are empowered
hereby to contract monthly or yearly with any per-
son or persons for the passage of the bridge for a
certain and fixed sum in lieu of the tolls authorised
by this act, which sum or sums if not punctually
paid at the time stipulated for the payment thereof,
shall be recovered before any justice of the peace of
this State as other debts are recoverable.

SEC. 13 And be it enacted, That the said Presi-
dent and Directors shall keep a just and true account
of all monies received by their several and respec-
tive collections of tolls for crossing said bridge and
all other sources, and shall make and declare a divi-
dend of the profits and income thereof among all
the stockholders, first deducting therefrom all proper
expenses or incidental costs and charges, and such
proportions of the said tolls and income as they may
deem necessary to provide against the decay, and for
repairing the said bridge, and shall on the first Mon-
day in January and July in each and every year pub-
lish the dividend to be made of the said clear pro-
fits thereof among the stockholders, and also the
time and place, when and where the same shall be
payable, and shall cause the same to be paid accor-

dingly; And whereas, It is necessary for the build-
ing of the said bridge that provision should be made
for condemning a quantity of land sufficient for the
abutments and a toll house, as well as for a road to
said bridge, if it should be located beyond the pre-
sent road; therefore it shall and may be lawful for
the said President and managers, or a majority of
them, to agree with the owner or owners of any land
