who shall make such reports as they may deem ne-
cessary; to require the president, in consultation with
the principals, to hold annual commencements at
such time and place, as they may see fit for the pur-
pose of bestowing the highest honors of the College
on those young ladies, who shall have completed an
entire course of study, and shall have been presented
by the principals or faculty of the college to the said
Board of Visitors, as worthy of being admitted to
the said highest honors, which honors shall be at-
tested by a diploma, sealed with the corporate seal
of the College, and signed by the president and three
or more of the members of the said Board of Visi-
tors; and at all meetings of the said Board of Visi-
tors, five members shall constitute a quorum for the
transaction of business.

|
SEC. 3. And be it enacted, That this act shall take
effect from and after its passage; the Legislature re-
serving the right to alter, amend, or repeal the same
or any part thereof.

AN ACT, to authorise the Commissioners of Wash-
ington county to levy a sum of money therein
mention (or the support of the public schools of
said County.
|
|
|
|
Authorised to
levy.
|
SECTION 1. Be it enacted by the General Assembly
of Maryland, That the Commissioners of Washing-
ton county, be and are hereby authorised and directed
to levy an additional tax of five cents on every hun-
dred dollars of assessable property of said county to
be collected under the same laws and in the same
manner as other taxes are now, and shall hereafter be
collected in said county.

SEC. 2. And be it enacted, That the said sum
of money levied and collected as aforesaid, shall be
appropriated to the use of the public schools of said
