my belief that if the failure to pass this Bill would, in the opinion of the
Senate of Maryland, create or leave a serious gap in the administration of
justice, then I would recommend consideration of the merits of the Bill
since such judicial administration must function without impairment
throughout the State.

Subject: "JUSTICES OF THE PEACE", sub-title "TRIAL MAGIS-
TRATES SYSTEM", RELATING TO THE PEOPLES' COURT OF
MONTGOMERY COUNTY, ETC.

Approved by the Committee on Rules and referred to Senators
Northrop, Turnbull and Wheatley.

Senator Northrop asked that the rules be suspended in order to report
the following bill and two-thirds of the Senators elected, voting in the
affirmative, the rules were suspended by yeas and nays as follows:

Affirmative

President, Bertorelli, Cole, Dean, Della, Dempsey, DiDomenico, Downey, Flanagan,
Friend, Goodman, James, Jewell, Malkus, Mason, Mattingly, Monroe, Mrs. Nock, North,
Northrop, Phipps, Phoebus, Ramsburg, Redden, See, Shipley, Turnbull, Weinroth,
Wheatley.                                                                                                     Total—29

Negative—None

The rules being suspended, Mr. Northrop for the Select Committee,
reported favorably
