MESSAGES FROM THE EXECUTIVE

The Secretary of State appeared and delivered a message from the
Executive.

Annapolis, Md., March 8, 1956.
Honorable Louis L. Goldstein
President of the Senate
State House
Annapolis, Maryland

Dear Mr. President:

Since I acted under the provisions of Chapter 41 of the Acts of 1956
in seizing the Baltimore Transit Company in order to restore transit
service to the public of Baltimore City, additional study has been given to
the sections of this law which provide for arbitration. As you know,
House Bill No. 140, now Chapter 41 of the Acts of 1956, was an emergency
measure, and I am advised that certain amendments to this Act are being
prepared by the House of Delegates to make the arbitration provisions
more workable.

Since the original Bill was an emergency measure, I feel that any
amendments which would make the law more effective and more fair and.
equitable to the parties concerned are a proper matter for consideration,
during this special session of the General Assembly.
