certain of the political subdivisions, such as the need for a loan authoriza-
tion for school construction in Baltimore City and Dorchester County; for
a hospital in Prince George's County, and for a Civic Center in Baltimore
City; and

Whereas, none of these local measures could be presented for ap-
proval at the recent thirty day session of the General Assembly, and the
necessary legislation for certain of the proposed projects, such as new
school buildings in Baltimore City, cannot be delayed until the next regular
session without serious danger of interrupting the entire school construc-
tion program for a considerable period of time; and

Whereas, for the aforegoing reasons the Governor of Maryland has
deemed it necessary and appropriate to convene a Special or Extraordinary
Session of the General Assembly of Maryland,

Now, therefore, I, Theodore R. McKeldin, Governor of the State of
Maryland, by virtue of the authority conferred and duly vested in me by
the Constitution of Maryland, do hereby call a Special or Extraordinary
Session of the General Assembly of Maryland, to begin at 10 A. M. on
March 8, 1956, at the State Capitol in the City of Annapolis, State of
Maryland.
