conditions and general welfare and perform essential governmental
functions; and
Whereas, The University of Maryland is an agency of the State
Government; and
Whereas, Students from all parts of the State attend and make
use of said facilities which are not duplicated by the State at any
other location in the State; and
Whereas, It is in the general public welfare to authorize the
University of Maryland to issue revenue bonds to enable it to con-
struct certain additional facilities in Baltimore; and
Whereas, The General Assembly, at its Regular Session of 1956,
amended the section contained in this Act hereinbelow; and
Whereas, Because of possible doubts as to the validity of the
consideration of said Chapter (House Bill 70) at the Regular
Session of 1956, it has been deemed wise to repeal and re-enact the
said section, without change, from the manner in which it was en-
acted by said Chapter (House Bill 70); now, therefore
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 243 of Article 77 of the Annotated Code of Maryland
(1951 Edition), title "Public Education", sub-title "University of
Maryland", as said section was amended by Chapter (House
Bill 70) of the Acts of 1956, be and it is hereby repealed; and that
a new Section 243 be and it is hereby enacted in lieu thereof, to
stand in the place and stead of the section so repealed, and to read
as follows:
243. In order to provide additional facilities for University of
Maryland students, the University of Maryland is hereby author-
ized and empowered:
(a) To construct, maintain, equip, repair and operate a combina-
tion physical education and auditorium building, three dormitories,
ten other housing units for fraternities and sororities, a student
union building, including a student supply store and post office boxes
and facilities, at College Park and a student union building, includ-
ing dormitory facilities, living accommodations, a student supply
store and post office boxes and facilities in Baltimore;
(b) To issue revenue bonds of the University for the purpose of
paying all or any part of the cost of any one or more of said proj-
ects;
(c) To fix and revise from time to time, fees and other charges to
students, to fix charges for any other group or individuals making
use of the above-proposed buildings;
(d) To acquire, hold and dispose of real and personal property in
the exercise of its powers and the performance of its duties under
this sub-title;
(e) To make and enter into all contracts and agreements neces-
sary or incidental to the performance of its duties and the execution
of its powers under this sub-title, and to employ consulting engi-
