thereof as may be necessary, be and the same is hereby appropriated
as an emergency appropriation from any funds in the General Surplus
Fund Account of the Treasury of the State for the fiscal year end-
ing June 30, 1956, for the payment of the officers and employees of
the General Assembly of Maryland of the Extraordinary Session of
1956 and for the expenses of said Session, including mileage and ex-
penses of the members, printing, binding and miscellaneous expenses.
Sec. 2. And be it further enacted, That the Treasurer of the State
shall, upon the warrant of the Comptroller, disburse the said sum of
money herein appropriated for the objects and purposes herein speci-
fied, to or upon the order of the person or persons entitled to receive
the same.
Sec. 3. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate pres-
ervation of the public health and safety, and having been passed by
a yea and nay vote, supported by three-fifths of all of the members
elected to each of the two Houses of the General Assembly of Mary-
land, the same shall take effect from the date of its passage.

CHAPTER 4
(Senate Bill 4)
AN ACT to repeal Section 243 of Article 77 of the Annotated Code
of Maryland (1951 Edition), title "Public Education", sub-title
"University of Maryland", as said section was amended by
Chapter (House Bill 70) of the Acts of 1956; and to enact
a new Section 243 in lieu thereof, to stand in the place and stead
of the section so repealed, authorizing the inclusion of dormitory
facilities and living accommodations in a student union building,
heretofore authorized to be constructed in Baltimore City, and
authorizing the University of Maryland to receive and accept
grants, contributions and assistance in connection with the facili-
ties authorized to be constructed; said Section 243 having been
so amended by Chapter (House Bill 70) of the Acts of the
General Assembly at its Regular Session of 1956 and being here
re-enacted, without change, from said Chapter (House
Bill 70) of the Regular Session of 1956, in order to resolve any
doubts about the validity of the consideration of said Chapter
(House Bill 70) at the Regular Session of 1956.
Whereas, The University of Maryland's Professional Schools of
Dentistry, Law, Medicine, Nursing and Pharmacy are located in the
City of Baltimore; and
Whereas, Said Schools benefit the people of this State, increase
their education and prosperity and improve their health, living
