GOVERNOR'S PROCLAMATION

Convening the General Assembly of Maryland in Extraordinary Session

at Annapolis, Maryland

Thursday, March 8, 1956—10 A. M.

Whereas, at the recent 1956 session of the General Assembly among
important measures enacted were two dealing with a State Port Authority
and the Northeastern Expressway, both of which measures are urgently
needed, but possible doubt has been raised as to the validity of said
measures because of the provisions of Section 15 of Article 3 of the Con-
stitution, limiting the type of legislation which may be enacted in a thirty
day session of the General Assembly; and

Whereas, it has been represented to me that there are various
pressing financial problems in connection with urgently needed projects
in certain of the poltical subdivisions, such as the need for a loan authoriza-
tion for school construction in Baltimore City and Dorchester County; for
a hospital in Prince George's County, and for a Civic Center in Baltimore
City; and

Whereas, none of these local measures could be presented for ap-
proval at the recent thirty day session of the General Assembly, and the
necessary legislation for certain of the proposed projects, such as new
school buildings in Baltimore City, cannot be delayed until the next regular
session without serious danger of interrupting the entire school construc-
tion program for a considerable period of time; and

Whereas, for the aforegoing reasons the Governor of Maryland has
deemed it necessary and appropriate to convene a Special or Extraordinary
Session of the General Assembly of Maryland,

Now, therefore, I, Theodore R. McKeldin, Governor of the State of
Maryland, by virtue of the authority conferred and duly vested in me
by the Constitution of Maryland, do hereby call a Special or Extraordinary
Session of the General Assembly of Maryland, to begin at 10 A. M. on
March 8, 1956, at the State Capitol in the City of Annapolis, State of
Maryland.

GIVEN Under My Hand and The Great Seal
Of The State of Maryland, at the City of
Annapolis, this 5th Day of March, in the Year
of Our Lord, One Thousand, Nine Hundred and
Fifty-Six.

By The Governor
Theodore R. McKeldin,
Blanchard Randall,

Secretary of State

Which was read and ordered journalized.

On motion of Mr. Boone, seconded by Mr. George R. Hughes, the Hon.
Perry O. Wilkinson was unanimously elected Speaker pro-tem.

Messrs. Combs and White escorted the Speaker pro-tem to the rostrum.
