Resolved by the General Assembly of Maryland, That the Depart-
ment of Forests and Parks be urged and requested to revise its master
plan for the acquisition of land if and as necessary and then to use
this plan as a basis for all future acquisitions of land for public
park purposes.

(Senate Joint Resolution 12)
Joint Resolution requesting the Governor and the Board of Public
Works to make available a deficiency appropriation for the Mary-
land Tobacco Authority to expand the scope of its activities.
Whereas, The Legislative Council's Committee on Tobacco has
spent the past summer studying the tobacco marketing situation in
Southern Maryland; and
Whereas, The Committee found that from its beginnings in 1939,
the Maryland loose leaf auction market was regulated only volun-
tarily, soon resulting in a chaotic market condition; and
Whereas, In 1947, the Maryland Tobacco Authority was estab-
lished and given certain powers to regulate market practices on a
trial basis to alleviate the conditions existing then; and
Whereas, It now appears that market conditions have not suffi-
ciently improved since 1947; and
Whereas, The Tobacco Committee's report recommends an in-
creased grant of powers to the Authority for the regulation of market
practices and such grant will necessitate an increased budget to be
effective; now, therefore, be it
Resolved by the General Assembly of Maryland, That the Governor
and the Board of Public Works be requested to make available to the
Maryland Tobacco Authority a deficiency appropriation to enable the
Authority to properly carry out the increased duties to be placed
upon it by,law; and be it further
Resolved, That copies of this Resolution be sent to the Governor
of Maryland and to the Board of Public Works, Annapolis, Maryland.
