Whereas, This sub-committee discovered some instances in which,
in its opinion, the State had gone to unnecessary expense either in
providing facilities of a greater luxury than necessary or in adding
"frills" which could not be justified in the expenditure of public
monies; and

Whereas, In a formal opinion rendered to this group, the State
Law Department, on September 22,1955, ruled that there is presently
power vested in the Department of Public Improvements to approve
all plans and specifications for public improvements and to accept or
reject any proposed plans and specifications; and

Whereas, It also was ruled that it was the legislative intent in
establishing the Department of Public Improvements to permit this
agency to determine the type of materials and equipment and the
methods to be used in making public improvements; and

Whereas, In the opinion both of the State Law Department and of
the General Assembly, there is ample power already vested in the De-
partment of Public Improvements to control the manner, type and
quality of all State capital construction; now, therefore, be it

Resolved by the General Assembly of Maryland, That the Depart-
ment of Public Improvements be urged DIRECTED and requested to
use the powers already conferred upon it in the manner outlined under
the ruling of the State Law Department dated September 22, 1955, in
exercising a rigid control and supervision over all capital expenditures
and improvement programs for the spending of State monies in order
to assure that there will be no departure from the sound public policy
of avoiding all unnecessary expenditures and over-luxurious facilities.

Joint Resolution requesting the State Roads Commission to make
greater use of the sign shop facilities of State Use Industries.

Whereas, It has been recommended by the Committee on Taxation
and Fiscal Matters that the State Roads Commission of Maryland
should be urged to make greater use of the sign shop facilities
operated by State Use Industries in the Penitentiary; and

Whereas, The committee was informed by the Director of the
State Use Industries that its sign shop is equipped to do many times
the volume of sign work it now does; and
