disposition of household, animal and human waste, refuse and slops.

SEC. 2. AND BE IT FURTHER ENACTED, THAT THIS ACT
IS HEREBY DECLARED TO BE AN EMERGENCY MEASURE
AND NECESSARY FOR THE IMMEDIATE PRESERVATION
OF THE PUBLIC HEALTH AND SAFETY, AND HAVING BEEN
PASSED BY A YEA AND NAY VOTE, SUPPORTED BY THREE-
FIFTHS OF ALL THE MEMBERS ELECTED TO EACH OF THE
TWO HOUSES OF THE GENERAL ASSEMBLY OF MARYLAND,
THE SAME SHALL TAKE EFFECT FROM THE DATE OF ITS
PASSAGE.

AN ACT to repeal and re-enact, with amendments, Section 32 (a) of
Article 64A of the Annotated Code of Maryland (1951 Edition) r
title "Merit System"; to repeal and re-enact, with amendments,
Section 76 of Article 100 of said Code (1951 Edition and 1955
Supplement), title "Work—Hours of, in Factories", sub-title
"State Employees"; and to repeal Section 77 of said Article and
sub-title and to enact a new Section 77 in lieu thereof to stand in
the place of the section so repealed, generally amending the laws
of this State concerning the vacation allowance, the hours of work
and the holidays to be observed by State employees in the several
departments, agencies, bureaus, commissions and boards of the
State Government.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 32 (a) of Article 64A of the Annotated Code of Mary-
land (1951 Edition), title "Merit System", be and it is hereby re-
pealed and re-enacted, with amendments; that Section 76 of Article
100 of said Code (1951 Edition and 1955 Supplement), title "Work—
Hours of, in Factories", sub-title "State Employees", be and it is
hereby repealed and re-enacted, with amendments; and that Sec-
tion 77 of said Article and sub-title be and it is hereby repealed
and a new Section 77 is hereby enacted in lieu thereof to stand in
the place of the section so repealed; and all to read as follows:
32. (a) From and after January 1 [1941] 1957, every classified
employee shall receive as vacation in each calendar year, a leave of
absence with pay [for fifteen working days, but] as follows:
