shall be retained by the State Department of Education, to be applied
as specified in this subsection. As any funds so unused and retained
aggregate the sum of five hundred dollars ($500.) and successive
multiples thereof, they may be utilized by the State Department of
Education as units in furnishing additional scholarships in education
under the provisions of this section, if they can be expended during
the current fiscal year in the manner provided in this section. Any
of such funds remaining unused at the end of any fiscal year shall
be reverted into the General Funds of the State Treasury.
(h). It is the legislative intent in the enactment of this section
that any person who receives and makes use of the scholarships pro-
vided for herein shall by so doing engage himself or herself to be
available for service as a teacher or administrator in the public
school system of this state for a period of years at least as long as
that for which he or she took advantage of such scholarship.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1956.

CHAPTER 128
(House Bill 121)
AN ACT to repeal and re-enact, with amendments, Section 80 (b)
and (c) of Article 66 1/2 of the Annotated Code of Maryland (1951
Edition), title "Motor Vehicles", sub-title "Administration—
Registration—Titling", exempting vehicles owed by the State of
Maryland or any agency or political sub-division thereof from the
payment of a fee to operate oversize and overweight vehicles on
the highways.
Section 1. Be it enacted by the General Assembly of Maryland^
That Section 80 (b) and (c) of Article 66 1/2 of the Annotated Code
of Maryland (1951 Edition), title "Motor Vehicles", sub-title "Ad-
ministration—Registration—Titling", be and the same is hereby re-
pealed and re-enacted, with amendments, to read as follows:
80.
(b) A fee is hereby imposed on every oversize motor vehicle
except vehicles owned by the State of Maryland or any agency or
political sub-division thereof using the highways of the State, the
said permit to be issued by the State Roads Commission and the
permit shall specify the route to be followed, and the hour and date
on which the passage is to be effected and maximum size. The fee
to be charged for said permit shall be $10.00.
