his own account unless he is the producer or owner of the tobacco.
Nothing herein contained shall prevent any officer or employee of
any agency who has been previously designated and who is directly
in charge of sales from purchasing any tobacco for and upon the
account of said licensed tobacco commission sales agency.
(g). The Authority shall prescribe the terms and conditions under
which baskets of tobacco may be withdrawn from the sales floor or
warehouses.
(h). The Authority shall determine the data or information that
may be placed on the tickets of baskets of tobacco on the sales floor
of warehouses.

HOUSE OPERATOR SHALL DETERMINE REASONABLE.
(j). The Authority shall have the power to make such reasonable
rules and regulations and to do such reasonable acts as may be neces-
sary to carry out the intent of this sub-title.

Authority shall appoint such number of inspectors as it
shall determine to enforce the duties imposed upon it by law, or to
enforce the rules and regulations established by it pursuant to this
sub-title. The Authority shall prescribe their powers and duties, and
the inspectors shall receive such compensation as shall be provided in
the budget of the Authority.
73. (a). [The Authority shall issue to any] Every person engaged
in the business of a tobacco commission selling agency, whether in
the form of an individual, firm, association or corporation, shall obtain
upon payment of a license fee of Two Hundred and Fifty Dollars.
($250) per year [for each separate place of business,] a license to
engage in business as a tobacco commission selling agency; and no
such [agency] person shall engage in such business in Maryland
without having secured such a license for the current year.
(b) [The Authority shall issue to any] Every person [, firm, as-
sociation or corporation,] who [or which] purchases any tobacco
from a producer7 shall obtain a license to engage in such business
upon payment of a license fee of One Hundred Dollars ($100.) per
year [for each person actually making such purchase]. No such
person shall engage in such business in Maryland without having
secured such a license for the current year. This requirement includes,
but is not limited to, that class of buyers and purchasers commonly
known and referred to as "transfer buyers". Provided, that nothing
in this sub-section shall be construed to require any such license for
purchases which are made [on the sales floor of any licensed tobacco
commission selling agency or any purchase of tobacco made] by and
between landlords and their tenants.
