after adjournment of the Legislature must be returned by the Gov-
ernor to the next regular or special session of the General Assembly.
The bill was repassed over the Governor's veto by the House of Dele-
gates on February 1, 1956, and by the Senate on February S, 1956.
Under the constitutional provisions it becomes effective on June 1,
1956.

(House Bill 607)
AN ACT to add Section 490B to the Laws of Harford County (1942
Edition) being Article 13 of the Code of Public Local Laws of
Maryland, title "Harford County", sub-title "Taxes and County
Treasurer", said new section to follow after Section 490A thereof
as said section was enacted by Chapter 24 of the Acts of 1949,
giving to the Board of County Commissioners of Harford County
certain powers to impose, assess, levy and collect a tax upon the sale
of cigarettes, cigars and other tobacco products, and relating gen-
erally to the imposing, assessment, levying and collection of such
taxes.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 490B be and it is hereby added to the Laws of Harford
County (1942 Edition), being Article 13 of the Code of Public Local
Laws of Maryland, title "Harford County", sub-title "Taxes and
County Treasurer", said new section to follow after Section 490A
thereof as said section was enacted by Chapter 24 of the Acts of 1949,
and to read as follows:
490B. The Board of County Commissioners of Harford County
is hereby authorized and empowered to provide by resolution for the
imposition, assessment, levying and collection of a tax or taxes upon
the sale in Harford County of cigarettes, cigars and other tobacco
products. No resolution shall be adopted by the Board of County Com-
missioners under the powers conferred by this section until ten (10)
days after a copy of the proposal therefor has been advertised in one
or more newspapers of general circulation published in Harford
County, at least once a week for three weeks with a date therein
specified giving an opportunity for hearing any protests or recom-
mendations thereon. A copy of any such resolution adopted and
passed by the Board of County Commissioners of Harford County
under the authority of this section, certified by the President of the
Board and adopted by the Clerk of the Board, shall be filed with the
Clerk of the Court of Harford County who shall record and index it,
without charging, in a volume provided for that purpose by the Board
of County Commissioners. The resolution shall not become effective
until the copy has been so filed with the Clerk of the Court, and any
resolution so filed shall be admissible as evidence in any Court pro-
