from its own track, or place for holding races, to the track, or place
for holding races of any other organization or association licensed
under this section or Section 7 of this Article upon the payment of
any and all appropriate license fees for the conduct of racing at the
particular track, or place for holding races, on which the racing is
to be conducted; provided, however, that no such authority to
transfer shall be granted without the express consent of the organi-
zation or association owning or leasing the track to which such
transfer is made.

17.

(b) Each licensee licensed under the provisions of this section
shall at its option be permitted to avail itself of the pari-mutuel
betting privileges granted in this section, retaining for its own use
11% of all money wagered not in excess of $2,000,000 and [71/2%]
8% of all money wagered in excess of $2,000,000 on all races con-
ducted by it during the year, and shall pay to the Racing Commis-
sion for the use of the State within five days after the close of the
meeting held during the year [1951] 1956, and each calendar year
thereafter, an annual tax at the rate of [1%] 2% of all money
wagered not in excess of $2,000,000 and [41/2c] 5% of all money
wagered in excess of $2,000,000 on all races conducted by it during
the year, together with all breakage computed to ten cents (10^),
and together with a license fee of Twenty-five Dollars ($25.00) for
each day that races are held, provided that the Racing Commission
shall not authorize more than twenty-four (2U) days at any one
track. The Commission shall promptly pay all taxes collected under
the provisions of this Section to the Comptroller. Each licensee
licensed under the provisions of this section shall, in addition to the
other taxes and fees imposed under the provisions of this Article,
pay annually to the Maryland State Fair Board

WAGERED IN EXCESS OF TWO MILLION DOLLARS -($2,000,-
000) WITH A MAXIMUM OF THREE THOUSAND FIVE HUN-
DRED DOLLARS ($3500.00) FROM EACH LICENSEE.

19.
(A)

(2) Except as hereinafter in subsection (D) provided, [There]
there shall be divided among and allocated and paid to the several
counties of the State and to Baltimore City on the basis of popula-
tion, according to the latest available federal census: (a) Twenty-
four Thousand Dollars ($24,000) plus
one-half of all breakage and
license fees and two-fifths (2/5) of all wagering
revenues collected
from licensees licensed under Section 7 of this article; (b) one-
quarter of all revenues collected from licensees licensed under Section
15 of this article; (c) one-half of all [revenues] breakage and license
fees, one-quarter (1/4) of all revenues arising out of the tax on all
money wagered not in excess of $2,000,000, and nine-twentieths
(9/20) of all revenues arising out of the tax on all money wagered
in excess of $2,000,000
collected from licensees licensed under Section
17 of this article not required to be paid to the Maryland State Fair
Board as provided in paragraph 3 of this subsection; provided, how-
ever, that before payment of such revenues to the several counties
