Code of Public Local Laws of Maryland), title "Prince George's
County", sub-title "County Commissioners", said new section to
follow immediately after Section 464 (e) thereof, authorizing
and empowering the Board of County Commissioners of Prince
George's County to establish boundaries of unincorporated areas
in Prince George's County for the performance of certain munici-
pal and governmental services, AUTHORIZING PROVISION
FOR CERTAIN GOVERNMENTAL FACILITIES, AUTHOR-
IZING REFERENDUM ELECTIONS, authorizing the imposition
of a special tax for such services and relating generally to such
services and to the taxes imposed therefor.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 464 (e-1) be and it is hereby added to the Code of
Public Local Laws of Prince George's County (1953 Edition, being
Article 17 of the Code of Public Local Laws of Maryland), title
"Prince George's County", sub-title "County Commissioners", said
new section to follow immediately after Section 464 (e) thereof,
and to read as follows:

464.

(e-1) The Board is authorized and empowered by

and the cleaning of streets and
roads.
PROVIDED HOWEVER THAT THE MUNICIPAL AND
GOVERNMENTAL SERVICES PERFORMED PURSUANT TO
THIS SUB-SECTION SHALL NOT INCLUDE THE CONSTRUC-
TION AND MAINTENANCE OF ROADWAYS, ALLEYS, CURBS,
SIDEWALKS AND GUTTERS. IN ADDITION, THE BOARD IS
AUTHORIZED AND EMPOWERED BY ORDINANCE TO PRO-
VIDE FOR THE CONSTRUCTION, MAINTENANCE AND OP-
ERATION OF PUBLIC LIBRARY FACILITIES AND OTHER
GOVERNMENTAL FACILITIES, WITHIN SUCH BOUNDARIES
OF AN UNINCORPORATED AREA. THE BOARD IS HEREBY
AUTHORIZED AND EMPOWERED TO PROVIDE BY ORDI-
NANCE FOR A REFERENDUM ELECTION TO SUBMIT TO
THE VOTERS WITHIN SUCH BOUNDARIES A QUESTION
WITH RESPECT THERETO, THE TIME, PLACE AND PROCE-
DURE AT SUCH ELECTION TO BE DETERMINED BY THE
BOARD, AND, FOR SUCH PURPOSE, THE SUPERVISORS OF
ELECTIONS SHALL PROVIDE ALL NECESSARY PERSONNEL
AND FACILITIES TO CONDUCT SUCH ELECTION. For any
such

function or functions performed in an unincor-
porated area, the Board is authorized and empowered as part of the
regular levy and imposition of taxes to impose and collect an amount
or a rate of
AD VALOREM tax over and above the regular County
tax rate in that partictilar designated area. All such taxes shall be
levied and collected according to the same procedure and under the
same power and authority as relate generally to the imposition and
collection of taxes in Prince George's County.
