Provided, that in Somerset County they shall be appointed by the
Governor. In Harford County they shall be appointed by the respec-
tive boards of county commissioners. In Caroline County the county
commissioners shall be ex officio the members of the liquor control
board. In Garrett County, the Board of County Commissioners shall
be ex officio the members of the Liquor Control Board. In Kent
County the county commissioners shall be ex officio the members of
the liquor control board. In Harford County said board shall also
be known as the board of license commissioners of Harford County,
upon which shall be devolved all the duties and rights given else-
where in this article. In Montgomery County the director of the
department of liquor control shall be appointed and removed by the
county manager with the approval of the county council.
(e) (Tenure.) Members of the Boards shall serve for a term of
two years, except that in Harford County the term shall be three
years, in Somerset County it shall be four years and in Worcester
County it shall be ten years. In those counties in which the members
of the Board of County Commissioners are ex officio the Liquor Con-
trol Board, the tenure of the members of the Board shall be the same
as the term of office to which the several members have been elected
on the Board of County Commissioners.
(h)
(1 1/2) Garrett County—No additional compensation.

(a-1) (Garrett County.) In Garrett County, the main County
Liquor Dispensary may be established and maintained in the Town
of Oakland. In the discretion of the Liquor Control Board other
sub-dispensaries may be established and maintained in other loca-
tions in Garrett County. Nothing smaller than a pint-sized bottle
shall be stocked or sold in any such dispensary.

(h-1) (Garrett County.) In Garrett County, the Liquor Control
Board is authorized and empowered to employ a Manager of the
dispensary or dispensaries. The Manager shall be selected by the
Liquor Control Board on the basis of his character, aptitude and
business experience, except that no person shall be eligible to serve
as Manager of the dispensary or dispensaries during the period in
which he is serving as an elected party or public official. The
Manager shall serve as such at the pleasure of the Liquor Control
Board and shall be subject to removal by the Board for cause. He
shall receive such compensation as shall be fixed by the Board which
shall not in any event be in excess of $5,000.00 per year.

(a-2) (Garrett County.) All net profits arising from the opera-
tion of the said dispensary or dispensaries in Garrett County shall
be first applied toward the payment of any and all sums advanced
to or borrowed by the Liquor Control Board. After such sums have
been paid, the said Board shall be authorized to create and to main-
tain a reserve fund not to exceed $15,000.00 to provide adequate
working capital and to meet any losses that may be sustained by the
Board in the operation of said dispensary or dispensaries. Any net
