1 A.M. and 7 AM. on other days, for any person
to consume any alcoholic beverages on any premises open to the gen-
eral public, any place operated as a club, any place of public enter-
tainment, or any place at which setups or other component parts of
mixed alcoholic drinks are sold under any license issued under the
provisions of Article 56; and it shall also be unlawful for any owner,
operator, or manager of said premises to permit such consumption.
Any person violating the provisions of this sub-section shall be
deemed guilty of a misdemeanor and upon conviction thereof shall be
fined not less than $50.00 nor more than $500.00 for each offense.
SEC. 2. And be it further enacted, That this Act is hereby-
declared to be an emergency measure and necessary for the imme-
diate preservation of the public health and safety, and having been
passed by a yea and nay vote, supported by three-fifths of all the
members of the two Houses of the General Assembly of Maryland
the same shall take effect from the date of its passage.

(Senate Bill 451)
AN ACT to repeal and re-enact, with amendments, Sub-section (a)
of Section 66 of Article 2B of the Annotated Code of Maryland
(1951 Edition and 1954 Supplement), title "Alcoholic Beverages",
sub-title "Revocation and Suspension of Licenses", prohibiting the
suspension or revocation of alcoholic beverages licenses in Alle-
gany County by the Court in Allegany County.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That Sub-section (a) of Section 66 of Article 2B of the Annotated
Code of Maryland (1951 Edition and 1954 Supplement), title "Alco-
holic Beverages", sub-title "Revocation and Suspension of Licenses",
be and it is hereby repealed and re-enacted, with amendments, to
read as follows:
66. (Causes.) (a). (General Provisions.) Any license issued
under the provisions of this Article may be revoked or suspended
by the Comptroller in the case of licenses issued by him, the Board
of License Commissioners for Baltimore City, or any County in the
case of licenses required to be approved by them, [by the Court in
Allegany County in the case of licenses required to be approved by
it,] and by the State Appeal Board in all other cases, for any cause
which in the judgment of the official, court or board, as the case may
be, shall be necessary to promote the peace or safety of the com-
munity in which the place of business is situated, and such license
must be revoked or suspended for the following causes: (1) convic-
tion of the licensee for the violation of any of the provisions of this
