title 'Tensions", sub-title "Employees of Municipal Corpora-
tions", to provide that officers and employees of municipal cor-
porations who are members of the Employees' Retirement System
shall be treated as officers and employees, respectively, of the
State for purposes of administering the Retirement System Law.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 24 of Article 73B of the Annotated Code of Maryland
(1951 Edition), title 'Tensions", sub-title "Employees of Municipal
Corporations", be and it is hereby repealed and re-enacted, with
amendments, to read as follows:

24. (Retirement Benefits.) Employees of participating munic-
ipal corporations on behalf of whom contributions are paid as, here-
inabove provided shall be entitled to all the benefits under the Em-
ployees' Retirement System of the State as though they were State
employees. Elected or appointed officials of participating municipal
corporations on behalf of whom contributions are paid as herein-
above provided shall be entitled to all the benefits and obligations
under the Employees' Retirement System of the State as though they
were State elected or appointed officials.

SEC. 2. And be it further enacted, That this Act shall take effect
June 1, 1955.

(Senate Bill 311)

AN ACT to repeal and re-enact, with amendments, Section 102 of
Article 66 1/22 of the Annotated Code of Maryland (1951 Edition
and 1954 Supplement), title "Motor Vehicles", sub-title "Admin-
istration—Registration—Titling", generally amending the motor
vehicle laws relating to refusal, revocation or suspension of oper-
ator's and chauffeur's licenses for various reasons and causes
enumerated therein, relating to the term "Final conviction" and
removing certain unnecessary wording therein.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 102 of Article 66 of the Annotated Code of Maryland,
(1951 Edition and 1954 Supplement), title "Motor Vehicles", sub-
title "Administration—Registration—Titling", be and it is hereby
repealed and re-enacted, with amendments, to read as follows:

102. (Mandatory Refusal, Revocation or Suspension of License
by Department.) (a) The Department shall forthwith refuse [,]
or revoke [, or suspend] the license of any operator or chauffeur
upon receiving a record certifying [of] to such operator's or chauf-
