AN ACT to repeal and re-enact, without change, sub-sections (U),
(V), and (W) of Section 5 of Article 25A of the Annotated Code
of Maryland (1951 Edition), title "Chartered Counties of Mary-
land", sub-title "Enumeration of Express Powers", as such sub-
sections were enacted by the Laws of 1951, Chapter 670, so as to
make such sub-sections applicable to any County or Counties
which shall form a Charter under the provisions of Article XIA
of the Constitution, enabling such County or Counties to enact
local laws providing for the disposal of wastes, and the construc-
tion, repair, and use of streets, highways, buildings and other
structures, the development and administration of recreational
programs.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That sub-sections (U), (V) and (W) of Section 5 of Article 25A
of the Annotated Code of Maryland (1951 Edition), title "Char-
tered Counties of Maryland", sub-title "Enumeration of Express
Powers", be and they hereby are repealed and re-enacted without
change except to make such sub-sections applicable to any County or
Counties which shall form a Charter under the provisions of Article
XIA of the Constitution, to follow immediately after sub-section
(T) of said sub-section, and all to read as follows:

(U) Road, Waste Disposal and Building Ordinances
To enact local laws enabling the County Council to adopt from
time to time, after reasonable notice and opportunity for public
hearing and with or without modifications, ordinances and amend-
ments thereof for the protection and promotion of public safety,
health, morals, comfort and welfare, relating to any of the follow-
ing: the location, construction, repair, and use of streets and high-
ways; the disposal of wastes; and the erection, construction, repair
and use of buildings and other structures; and to enact local laws
providing appropriate administrative and judicial proceedings,
remedies, and sanctions for the administration and enforcement of
such ordinances and amendments.
