(a) and 487 (e) were amended by Chapter 359 of the Acts of 1953
and as Section 512 was amended by Chapter 151 of the Acts of
1949, relating to the Sanitary District of Anne Arundel County,
the membership and certain powers of the Sanitary District Com-
mission, the plans for, and construction of water supply, sewerage
or drainage systems for said District, assessments on lots abutting
on two streets which are a certain distance apart and assessments
on industrial property. The assessment of race tracks, other
athletic fields and cemeteries owned by religious or charitable
organizations, and the location of the records of said District.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That Sections 487 (a), 487 (e), 512, 516 (g), 516 (h) and 516 (o)
of the Code of Public Local Laws of Anne Arundel County (1947 Edi-
tion, being Article 2 of the Code of Public Local Laws of Maryland),
title "Anne Arundel County", sub-title "Sanitary Districts", as Sec-
tions 487 (a) and 487 (e) were amended by Chapter 359 of the Acts
of 1953 and as Section 512 was amended by Chapter 151 of the Acts
of 1949, be and they are repealed and re-enacted, with amendments,
and to read as follows:

487. (a) for the purpose of carrying out the provisions of this
sub-title, the said Sanitary District, and [every new Sanitary Dis-
trict created hereafter] all additions thereto shall be under the juris-
diction of a Commission of three [educated] competent persons, who
shall reside within a Sanitary District of Anne Arundel County, be
resident taxpayers of said County and qualified voters thereof. The
term of each of the three members shall be three years and until
their successors are appointed and have qualified. The three Com-
missioners now constituting the Commission shall hold office until
the expiration of the terms for which they were respectively ap-
pointed. As the term of each of the Commissioners now serving
expires, he or his successors shall be appointed by the Board of
County Commissioners of Anne Arundel County. The Commission
shall appoint, discharge at pleasure, and fix the compensation of a
Secretary-Treasurer; a Chief Engineer; a General Counsel; and such
engineering, legal, clerical and other personnel and help as from
time to time the Commission may deem necessary to carry out the
provisions of this sub-title.

487. (e) All checks issued by said Commission shall be counter-
signed by the Chairman or, in his absence, by the Vice Chairman.

512. Whenever the plans and specifications of water supply, sewer-
age or drainage systems for [any] the District shall have been com-
pleted and the Commission shall have decided after opportunity for
a hearing has been given to proceed with the construction thereof, it
shall advertise by one newspaper published in Anne Arundel County
and such newspaper and technical press as it may deem proper for
bids for the construction of said system or systems, in part or as a
whole, as in its judgment may appear advisable. The Contract shall
be let to the lowest responsible bidder, or the Commission may reject
any and all bids, and, if in its discretion the prices quoted are unrea-
sonable or unbalanced, it may re-advertise the work or any part of
it or may do any part or all of the work [by day labor;] with its own
construction forces;
provided that at any time the Commission may,
in its discretion, expend for construction work by [day labor for
