deemed appropriate by said Commissioners; provided, however, that
no installment payment shall be permitted unless an agreement with
respect thereto has been made by the property owner with the
County Commissioners prior to the performance of the work.
(b) The abutting property owners on any road, street or alley may
petition the County Commissioners for construction or reconstruction
of said road, street or alley. The abutting property owner on each
side of said road, street or alley shall pay one-half of the cost of said
road, street or alley, provided, however, that no property owner shall
be liable for a width exceeding 15 feet for each side of the road,
street or alley he abuts. Payment by such landowner or landowners
may be made in annual installments not exceeding five in number as
provided for in sub-section (a) of this section.
SEC. 2. And be it further enacted, That this Act shall take effect
effect June 1, 1955.

(House Bill 722)
AN ACT to repeal and re-enact, with amendments, Section 111 of
Article 2B of the Annotated Code of Maryland (1951 Edition),
title "Alcoholic Beverages," sub-title "Restrictions Upon Licen-
sees," relating to the payment for orders for alcoholic beverages
at the place of delivery.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 111 of Article 2B of the Annotated Code of Maryland
(1951 Edition), title "Alcoholic Beverages," sub-title "Restrictions
Upon Licensees," be and it is hereby repealed and re-enacted, with
amendments, to read as follows:
111. (Outside Solicitations by Retailers Prohibited.) No retail
dealer shall be permitted to employ any solicitor or salesman for
the purpose of soliciting, outside of the licensed place of business,
orders for the sale of any alcoholic beverages within this State, and
no sale of alcoholic beverages may be consummated outside of the
licensed place of business. Nothing herein contained shall prohibit
the receiving of orders by mail, telephone or messenger and the filling
of such orders by delivery and the payment therefor at the place of
delivery.
SEC. 2. And be it further enacted, That this Act shall take effect
June 1, 1955.
