SEC. 2. And be it further enacted, That this Act shall take effect
June 1, 1955.

(House Bill 662)

AN ACT to repeal and re-enact, with amendments, Sections 65C, 65D,
97 and 99 of Article 14 of the Code of Public Local Laws of Mary-
land (1930 Edition), title "Howard County," sub-titles "County
Commissioners," and "County Treasurer," as enacted or amended
by Chapters 397, 398 and 399 of the laws of 1943, relating to the
time from which taxes shall bear interest and be discountable;
changing the date of finality and the method and time of install-
ment payment of said taxes; deleting certain obsolete language in
said Article; and relating generally to the imposition and collection
of taxes in Howard County.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That Sections 65C, 65D, 97 and 99 of Article 14 of the Code of Public
Local Laws of Maryland (1930 Edition), title "Howard County",
sub-titles "County Commissioners", and "County Treasurer", as
enacted or amended by Chapters 397, 398 and 399 of the Laws of
1943, be and they are hereby repealed and re-enacted, with amend-
ments, to read as follows:

65C. All taxes levied by the County Commissioners of Howard
County subsequent to those levied for the year [1943], 1955 shall be
levied as of the first day of [November] October in each year as the
date of finality for the ensuing calendar year.

65D. [The County Commissioners of Howard County, from and
after the first day of January, 1944, shall be required to maintain a
surplus fund to be designated as the "Revolving Fund", which shall
consist of the amount which by a resolution of said County Com-
missioners of the twelfth day of June, 1934, was stated to be in a
similarly designated fund. The monies carried on the books and ac-
counts of said Howard County to the credit of said Revolving Fund
shall be available for use by said County Commissioners in the pay-
ment of any indebtedness of said county as the same shall become due
and payable; provided, however, that in each levy succeeding that in
which any amount of such fund is used, the said County Commis-
sioners shall, in making the annual levy, levy an amount equal to that
expended from said fund and shall credit the amount so levied to
said fund, so that said fund shall, from year to year; provided, how-
ever, that when any part or the whole of said fund shall be expended,
the said County Commissioners shall, in making the next annual levy,
