provisions of this section apply to motor vehicles operated by contract
carriers carrying solid loads of goods, wares or merchandise owned by
one of their customers who hires the exclusive use of the vehicle, and
where the load is to be delivered to one consignee and no return load
be carried for any other consignor or consignee on said trip, and no
carrier can contract to deliver goods under this section with more
than one consignor or consignee.
SEC. 2. And be it further enacted, That this Act shall take effect
June 1, 1955.

CHAPTER 67
(House Bill 71)
AN ACT to repeal and re-enact, with amendments, Section 176 of
Article 2B of the Annotated Code of Maryland (1951 Edition),
title "Alcoholic Beverages", sub-title "Regulatory Powers", amend-
ing the regulatory powers of the Comptroller under the alcoholic
beverages laws with respect to the nature, form and capacity of
all containers of alcoholic beverages BEER and removing certain
obsolete provisions therefrom.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 176 of Article 2B of the Annotated Code of Maryland
(1951 Edition), title "Alcoholic Beverages", sub-title "Regulatory
Powers", be and it is hereby repealed and re-enacted, with amend-
ments, to read as follows:
176. Comptroller. The Comptroller is hereby directed and em-
powered to make, amend, alter and publish rules and regulations
for the proper enforcement of his duties under this Article. He is
authorized to adopt rules and regulations in regard to labeling and
advertising -[-similar to those adopted by the Federal Alcohol Ad-
ministrationj; nature, form and capacity of all containers of alcoholic
beverages, : BEER; credit sales-.; records to be kept by licensees and
others engaged in the business; and such other subjects as may be
deemed necessary for the proper administration of his duties under
this Article [; provided such rules and regulations in regard to label-
ing of beer shall not apply to any label advertised and/or in use as of
March 1, 1939]. Any violation of any rule or regulation adopted
hereunder, shall be ground for revocation or suspension of license,
and the offender shall be subject to the penalties prescribed by Sec-
tion 188 of this Article.
SEC. 2. And be it further enacted, That this Act shall take effect
June 1, 1955.
