shall prescribe the conditions under which same shall be operated or
maintained; and any applicant aggrieved by the refusal of said county
commissioners, zoning agency or department to issue such permit
shall have the right to appeal to the circuit court for the county, pro-
vided that such appeal is taken within ten days from such refusal.
The zoning agency or department of any county shall exercise the
powers under this section only while designated to so do by the
county commissioners of the particular county. Any person violating
the provisions of this section shall be guilty of a misdemeanor, and
upon conviction thereof, shall be fined not exceeding twenty-five dol-
lars ($25.00) for each such violation, and each day on which such
violation continues shall be considered a separate offense. The pro-
visions hereof shall apply only to Carroll, Cecil, Dorchester, Wicomico,
Harford, PRINCE GEORGE'S, Washington and Allegany Counties.
SEC. 2. And be it further enacted, That this Act shall take effect
June 1, 1955.

AN ACT to repeal and re-enact, with amendments, Section 11 of
Article 79 of the Annotated Code of Maryland (1951 Edition),
title "Releases and Receipts", making voidable any release of
claim for damages of injured person as result of tort signed with-
in ten FIVE days of the infliction of the injuries instead of within
two days AND ALSO MAKING VOIDABLE ANY POWER OF
ATTORNEY OR CONTRACT OF EMPLOYMENT SIGNED
WITHIN FIVE DAYS OF THE INFLICTION OF THE IN-
JURIES INSTEAD OF WITHIN TWO DAYS.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 11 of Article 79 of the Annotated Code of Maryland
(1951 Edition), title "Releases and Receipts", be and it is hereby
repealed and re-enacted, with amendments, to read as follows:
11. In any and all cases in which any person sustains personal
injuries as a result of a tort alleged to have been committed against
such person, any release of the claim of such injured person for
damages resulting from such tort, signed by such injured person
within [two] ten FIVE days of the infliction of said injuries, and
any power of attorney to or contract of employment of an attorney
at law, with reference to recovery of damages for such tort, signed
by such party within [two FIVE} ten days after the infliction of
such injuries, shall be voidable within sixty days at the option of
such injured party.
