SEC. 3. And be it further enacted, That this Act is hereby de-
clared to be an emergency measure and necessary for the immediate
preservation of the public health and safety and having been passed
by a yea and nay vote, supported by three-fifths of all the members
elected to each of the two Houses of the General Assembly of Mary-
land, the same shall take effect from the date of its passage.

CHAPTER 458
(Senate Bill 527)
AN ACT to add a new section to Article 66 of the Annotated Code
of Maryland (1951 Edition), title "Mortgages", said new section
to be known as Section 7A and to follow immediately after Section
7 thereof, relating to the running of the interest provided for in
real estate mortgages in Cecil, Kent, Queen Anne's, Talbot and
Caroline Counties.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That a new section be and it is hereby added to Article 66 of the
Annotated Code of Maryland (1951 Edition), title "Mortgages", said
new section to be known as Section 7A and to follow immediately
after Section 7 thereof, and to read as follows:
7A. In all cases of sales of real estate under the authority or
jurisdiction of the Circuit Courts in Cecil, Kent, Queen Anne's, Talbot
and Caroline Counties where the sale proceeds are subject to the
payment of a mortgage on such real estate, the interest provided in
such mortgage shall be payable for a period of sixty days following
the date of sale or until the audit of such sale be ratified, whichever
shall first occur.
SEC. 2. And be it further enacted, That this Act shall take effect
June 1, 1955.

AN ACT to repeal and re-enact, with amendments, Section 220 (b)
of Article 33 of the Annotated Code of Maryland (1951 Edition),
title "Elections", sub-title "Absentee Voting in Municipal Elec-
tions", relating to the time for filing a certificate of candidacy
and the time of withdrawal and filing said certificate in the City
of Baltimore.
