initial efficiency of the electric incandescent lamp supply; or the
regulation of the voltage of the said supply system or the price of
gas or electricity, and the complaint is signed by the chief executive
of any municipality or county in which any gas or electric com-
pany is authorized to operate, or by not less than 100 customers of
the gas or electric company, whose names and addresses by street
and number, if any, are set out in the complaint, the commission
shall not take final action thereon without itself conducting an inves-
tigation of the matters complained of.

(c)  Proceedings on the commission's own motion shall be com-
menced by complaint filed by the commission and served upon the
person complained of within such time, prior to hearing, as the
commission deems just.

(d)   The commission shall take final action, by order, on every
complaint which is not voluntarily satisfied by the person com-
plained of. Such order shall dismiss the complaint or direct full or
partial satisfaction thereof, or direct such action as may be war-
ranted thereon.

71.    (Service and Notices.)

In any proceeding under this article before the commission:

(a)  Service of complaints and accompanying documents shall be
sufficient if they are mailed by registered first class mail, postage
prepaid, to the last known address of the person complained of.

(b)  Service of subpoenas shall be sufficient only if made person-
ally through the Sheriff's office in the city or county in which serv-
ice may be made, or by any person of lawful age.

(c)  Service of any documents or notices other than complaints
and subpoenas under this article shall be sufficient if they are
mailed by first class mail, postage prepaid, to the last known
address of the person to whom they are to be sent.

(d)  Personal service as provided in subsection (b) of this section
shall be sufficient service of any document or process.

72.    (Right to Hearing.)

In any contested case begun by complaint, filed by any person or
by the commission, the person complained of shall be entitled to a
hearing.

73.    (Subpoenas.)

(a)   The commission may, on its own motion, and shall, upon the
request of any party to any proceeding in which a hearing is re-
quired or held, issue subpoenas to compel the attendance and testi-
mony of witnesses, and the production of documents, at such hear-
ings or at depositions to be taken by such party.

(b)  All subpoenas shall be signed and issued by a commissioner
or by the secretary to the commissions.

74. (Witnesses.)

(a) The commission shall pay, in the same manner as other
expenses, the same witness fees as are allowed by the courts of
