MISSION TO UTILIZE THE EXISTING SUSQUEHANNA
RIVER BRIDGE TO CARRY THE EXPRESSWAY TRAFFIC
ACROSS THE SUSQUEHANNA RIVER, AND ALTERNATIVE-
LY AUTHORIZING IT TO CONSTRUCT ANEW SUSQUEHAN-
NA RIVER BRIDGE IN CONJUNCTION WITH EXPRESSWAY
CONSTRUCTION OR THEREAFTER; granting to the Commis-
sion power to acquire necessary real and personal property and to
exercise the power of eminent domain; PROVIDING FOR THE
METHOD OF THE ESTABLISHMENT AND OPERATION OF
GASOLINE SERyiCE AREAS THEREON; providing for finan-
cing the construction of the Northeastern Expressway by the issu-
ance of revenue bonds of the State, payable solely from tolls and
other revenues; providing that no debt of the State shall be in-
curred in the exercise of any such powers; providing for the col-
lection of tolls and other revenues to pay such bonds and the inter-
est thereon; exempting the Northeastern Expressway and such
bonds and the income therefrom from taxes and assessments;
authorizing the issuance of revenue refunding bonds; and pre-
scribing the powers and duties of the Commission in connection
with the foregoing and the rights and remedies of the holders of
the bonds issued under the provisions of this sub-title.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That Sections 126A to 126V, inclusive, be and they are hereby added
to Article 89B of the Annotated Code of Maryland (1951 Edition),
title "State Roads", said new sections to be under the new sub-title
"Northeastern Expressway Revenue Bonds" and to follow imme-
diately after Section 126 of said Article, and to read as follows:

Northeastern Expressway Revenue Bonds

126A. (Northeastern Expressway.) The State Roads Commission
is hereby authorized and empowered to construct, maintain, repair
and operate a toll express highway, to be known as the "Northeastern
Expressway", from a point on the City limits of the City of Baltimore
northeasterly between U. S. Routes No. £0 and 1 to a point at or near
the boundary line between the State and the Commonwealth of
Pennsylvania, including a connection to a point at or near the
boundary line between the State and the State of Delaware,

and to issue revenue
bonds of the State, payable solely from revenues, to pay the cost of
the Northeastern Expressway
; AND THE NORTHEASTERN EX-
PRESSWAY MAY INCLUDE AS AN INTEGRAL PART THERE-
OF A NEW BRIDGE ACROSS THE SUSQUEHANNA RIVER AT
A LOCATION TO BE SELECTED BY THE COMMISSION
AFTER A STUDY OF THE MOST FEASIBLE AND ADVANTA-
GEOUS ROUTE TO BE TRAVERSED OR SAID EXPRESSWAY
MAY BE CONSTRUCTED SO AS TO UTILIZE THE PRES-
ENTLY-EXISTING SUSQUEHANNA TOLL BRIDGE AND ITS
APPROACHES ON THE PULASKI HIGHWAY UNTIL SUCH
TIME AS THE TRAFFIC LOAD JUSTIFIES THE CONSTRUC-
TION OF A NEW BRIDGE ACROSS THE SUSQUEHANNA
RIVER. IN THE EVENT THE COMMISSION EXERCISES THE
POWER HEREIN GRANTED TO BUILD A NEW BRIDGE
ACROSS THE SUSQUEHANNA RIVER, THEN SAID COMMIS-
SION IS AUTHORIZED TO ISSUE ADDITIONAL BONDS OR
CERTIFICATES OF INDEBTEDNESS SECURED BY TOLL
