his duties, both of whom shall hold office during the pleasure of the
Commissioners and shall receive such salary as may be provided for
in the Budget. The present personnel employed in the operation of
the State Accident Fund, [other than] including the Superintendent,
shall be transferred to the agency hereby created and retain their
rights and status under Article 64A of the Code, entitled "Merit
System", and future appointments of such employees as are provided
for in the Budget, [except] including the Superintendent, shall be
made by said Commissioners in accordance with said Article 64A.
SEC. 2. And be it further enacted, That this Act shall take effect
June 1, 1955.

AN ACT to add a new section to Article 27 of the Annotated Code
of Maryland (1951 Edition), title "Crimes and Punishments",
sub-title "Gaming", said new section to be known as Section 320A
and to follow immediately after Section 320 of said Article, making
it lawful for the Sheriff of Harford County to issue licenses to
volunteer fire companies, veterans' organizations, bona fide re-
ligious groups, and certain other non-profit organizations to con-
duct games of bingo, raffles, or carnivals awarding prizes by the
use of paddle wheels, and setting forth the terms and conditions
surrounding the issuance of such licenses.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That a new section be and it is hereby added to Article 27 of the
Annotated Code of Maryland (1951 Edition), title "Crimes and
Punishments", sub-title "Gaming", said new section to be known
as Section 320A, to follow immediately after Section 320 of said
Article, and to read as follows:
320A. Notwithstanding the provisions of this sub-title, the Sheriff
of Harford County shall be authorized to issue a license to the follow-
ing organizations to conduct games of bingo, a raffle, or a carnival
awarding prizes by the use of paddle wheels, to wit:
(a) A tax supported volunteer fire company.
(b) A nationally chartered veterans9 organization.
(c) A bona fide religious group which has conducted religious
services at a fixed location in Harford County for a period of at
least three years prior to the application to the Sheriff.
(d) A non-profit organization desiring to raise money for an ex-
clusively charitable, athletic or educational purpose specifically
described in the application to the Sheriff.
