sites, and the equipment of such new additions or alterations at other
places in said County, where in the discretion of the Board of Educa-
tion of Prince George's County, the same may be needed. The Board
of Education of Prince George's County is hereby given full power
and authority to do all things necessary to carry out the purposes of
this Act, even though the same may not be specifically mentioned
herein or in the general school laws of the State.
SEC. 7. And be it further enacted, That in case the Board of Edu-
cation of Prince George's County shall determine after the sale of
said bonds, that it is inadvisable to construct one or more of the
school buildings or additions to schools named in the original resolu-
tion, but may consider it advisable to spend the amounts specifically
set out for said school or schools, or any portion thereof, elsewhere
in the construction and equipment of school buildings or additions to
school buildings at other places in the County, including the purchase
of land if necessary, then and in that event, it may by resolution
request the Board of County Commissioners of Prince George's
County to substitute for the specific purposes for which the said bonds
were sold, or any of them, the construction of such new schools, or
such additions to schools as said Board of Education may consider
advisable and if the Board of County Commissioners of Prince
George's County concur in such changes, or any of them, they shall by
a resolution approve the same, and thereupon such new items shall be
substituted for the items named in the original resolutions, which
the said Boards desire to abandon, and the Board of Education shall
proceed with these new items in the same manner and with the same
powers and restrictions as if the same had, been mentioned in the
original resolutions.
SEC. 8. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate pres-
ervation of the public health and safety and having been passed by
a yea and nay vote, supported by three-fifths of all the members
elected to each of the two Houses of the General Assembly of Mary-
land, the same shall take effect from the date of its passage.

AN ACT to repeal and re-enact, with amendments, Section 71 of
Article 2B of the Anotated Code of Maryland (1951 Edition and
1954 Supplement), title "Alcoholic Beverages", sub-title "Rights
and Duties of Licensees", authorizing the transfer of location and
the assignment of alcoholic beverages licenses in the same applica-
tion.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 71 of Article 2B of the Annotated Code of Maryland
