to amend, supplement or repeal the regulations or restrictions
adopted by them, provided that before doing so they shall follow the
same procedure with respect to notice and public hearings as is
herein provided for the original regulations and restrictions.

871.    The County Commissioners shall act as the Zoning Board
of Washington County and shall exercise such duties, powers and
authority as said Zoning Board may be necessary and advisable for
the proper administration and enforcement of this sub-title, including
the power to summon and, compel the attendance of witnesses.

872.    Any person, persons, taxpayer, officer, department, board
or bureau of the County, jointly or severally aggrieved by any
decision of the Zoning Board of Washington County, may within
thirty days after the filing of such decision in the office of the Zoning
Board, appeal to the Circuit Court for Washington County.

The said Court shall hear all such appeals de novo without the
intervention of a jury and shall have power to affirm, modify or
reverse in part or in whole any decision appealed from and may
remand any case for the entering of a proper order or for further
proceedings, as the Court shall determine.

An appeal may be taken to the Court of Appeals of Maryland from
any decision of the Circuit Court for Washington County.

873.    Any violation of the rules, regulations and restrictions
adopted pursuant to this sub-title shall be a misdemeanor, publishable
by a fine not to exceed One Hundred Dolars ($100.00). Any person
who shall violate such rules, regulations and restrictions shall be
deemed guilty of a separate offense for every day that such violation
shall continue. In addition to other remedies, the Zoning Board may
institute any appropriate action or proceedings to compel compliance
with the zoning regulations and restrictions adopted pursuant to
this sub-title.

SEC. 2. And be it further enacted, That all acts and parts of acts
inconsistent with the provisions of this Act are hereby repealed to
the extent of such inconsistency.

SEC. 3. And be it further enacted, That in the event that any part
of this Act shall be found to be invalid by any court of competent
jurisdiction, the remaining parts of the Act shall continue in full
force and effect.

SEC. 4. And be it further enacted, That this Act shall take effect
June 1, 1955.
