Wicomico County, Maryland, subject to assessment for taxation by
the County Commissioners of Wicomico County, sufficient to pay
the annual interest on said bonds outstanding from time to time, and
to pay the principal of said bonds as they mature, said taxes to be
collected as other taxes levied in said County are collected, and to
be used for no other purpose. Said tax shall be in addition to all
other taxes authorized or limited by law. In case any of the bonds
hereby authorized shall be issued in any year after the making of
the annual tax levy for the year by the County Commissioners of
Wicomico County, the County Commissioners are authorized and
directed to pay any or all interest falling due before the next tax
levy, out of any other funds at their disposal, and to include in the
next levy the amount necessary to reimburse such other funds.

SEC. 7. And be it further enacted, That all bonds issued under
the authority of this Act shall be exempt from taxation by the State
of Maryland and by the counties and municipalities of said State.

SEC. 8. And be it further enacted, That the County Commis-
sioners of Wicomico County shall designate two of its members,
and the Board of Education of Wicomico County shall designate
two of its members for WHO SHALL SERVE ON the School Build-
ing Commission. The four persons so designated shall THEN select
three representatives citizens of Wicomico County,

and the seven per-
sons so designated shall constitute the "Wicomico County School
Building Commission of 1955." Said Commission is authorized to
make a full and detailed study of the type of construction and
plans of the buildings constituting the projects enumerated herein,
the type and amount of equipment necessary therefor, and shall
make a detailed study of the costs thereof and obtain such other
data as in the opinion of said Commission is required to properly
carry out the duties hereby assigned to the Commission under the
provisions hereof, and shall from time to time make recommenda-
tions concerning the same to the County Commissioners of Wicomico
County and the Board of Education of Wicomico County, which
recommendations said joint Boards shall consider, but which shall
be advisory only and shall not bind said Boards in any action which
they may take. In the event of a vacancy on the Commission by
death, resignation, or otherwise, such vacancy shall be filled by the
Board or Boards, and in the manner, by which the member of the
Board whose vacancy is being filled was originally selected.

SEC. 9. And be it further enacted, That the various provisions
of this Act shall be regarded as separate and severable, and should
any section, sentence, clause, or provision thereof be held invalid or
unconstitutional for any reason, the validity of the remaining parts
hereof shall not be affected thereby.

SEC. 10. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the imme-
diate preservation of the public health and welfare, and having been
passed by a yea and nay vote, supported by three-fifths of all of the
members elected to each of the two Houses of the General Assembly,
the same shall take effect from the date of its passage.
