SECTION 1. Be it enacted by the General Assembly of Maryland,
That Sections 150 and 153 of Article 43 of the Annotated Code of
Maryland (1951 Edition), title "Health", sub-title "State Board of
Veterinary Examiners", be and they are hereby repealed and re-
enacted, with amendments, to read as follows:

150. The State Board of Veterinary Medical Examiners shall have
power (a) to establish and alter, from time to time, the standards of
preliminary and professional education and training requirements
for applicants for examinations for license to practice veterinary
medicine;

(b)   to investigate and determine acceptability and to approve and
disapprove colleges and institutions for the education and training of
students desiring to be licensed to practice veterinary medicine, and
to cancel or revoke such approvals where such colleges and institu-
tions no longer are deemed satisfactory; provided that the approval
of such college or institution by the American Veterinary Medical
Association shall be deemed sufficient to qualify such college or in-
stitution; and further provided, that any student desiring to be so
licensed shall have completed the course of study prescribed by any
such college or institution;

(c)   to adopt and promulgate reasonable rules and regulations to
make effective the provisions of this sub-title;

(d)   to prescribe the subjects, character, manner, time and place of
holding examinations, and the filing of applications for examinations,
and to conduct examinations and make written reports of such ex-
aminations which shall be preserved in the office of the Board for
a period of three years;

(e)  to issue a license to practice veterinary medicine to any appli-
cant who passes the examination, who is a citizen of the United States,
is of good moral character and has a diploma from an approved col-
lege or institution conferring upon him the degree of doctor of vet-
erinary medicine;

(f)   to suspend or revoke, after a hearing, the license of any per-
son licensed under the provisions of this sub-title who has been
convicted of violating any of the provisions of this sub-title or of any
unlawful or fraudulent practices, or fraudulent, misleading or decep-
tive representations or advertising as respects his professional
qualifications or the quality of the materials, drugs, etc., used by him
in his professional work or treatment of animals, or has been found
guilty of a crime or misdemeanor involving moral turpitude.

153. A fee of [Ten ($10. 00) Dollars] Twenty-five Dollars ($25. 00)
shall be paid to the Secretary of the Board at the time of filing
application by each applicant for examination under this sub-title.
Every person licensed under the provisions of this sub-title for the
practice of veterinary medicine shall be required to pay to the Board
an annual registration fee of Ten Dollars ($10. 00) for the privilege
of continuing such license.
The receipts from examination and annual
registration fees shall be paid to the State Comptroller and shall be
placed in a special fund to the credit of said Board and shall be used
to defray the cost of executing and enforcing the provisions of this
sub-title, and any unexpended balance in said fund at the end of each
