450                                 LAWS OF MARYLAND                          [CH. 282

SAID SECTION 319, EXCEPT (1) NO PORTION OF THE
MONIES DISTRIBUTED UNDER THE PROVISIONS OF THIS
SECTION SHALL BE PAID TO ANY INCORPORATED MUNIC-
IPALITY OR SPECIAL TAX AREA WITHIN ANY COUNTY;
(2) ALL THE MONIES PAID TO ANY COUNTY OR TO THE
MAYOR AND CITY COUNCIL OF BALTIMORE UNDER THE
PROVISIONS OF THIS SECTION, SHALL BE RETAINED BY
THE COUNTY OR BY THE CITY AND MAY BE USED BY THE
COUNTY OR CITY WITHIN ONE CALENDAR YEAR FROM
THE DATE OF ITS DISTRIBUTION THERETO FOR THE PUR-
POSE OF MAKING PAYMENT ON THE PRINCIPAL OF OR
THE INTEREST ON ANY BONDS OR OTHER CERTIFICATES
OF INDEBTEDNESS DUE AND PAYABLE BY THE COUNTY
OR CITY OR FOR THE PURPOSE OF CONSTRUCTING OR RE-
CONSTRUCTING PERMANENT LONG-TIME IMPROVEMENTS
KNOWN GENERALLY AS "CAPITAL IMPROVEMENTS". IF,
AT THE END OF ONE CALENDAR YEAR FROM THE TIME
OF DISTRIBUTION TO ANY COUNTY OR TO BALTIMORE
CITY OF ANY MONIES UNDER THE PROVISIONS OF THIS
SECTION, THE COUNTY OR BALTIMORE CITY HAS NOT
EXPENDED SUCH MONEY OR ANY PORTION THEREOF FOR
THE PURPOSES SPECIFIED IN THIS SECTION, THAT POR-
TION OR ALL OF SAID MONIES SHALL BE PAID BACK BY
THE COUNTY OR BALTIMORE CITY TO THE COMPTROLLER
AND CREDITED TO THE GENERAL FUNDS OF THE STATE
TREASURY. IF THE TOTAL AMOUNT TO BE DISTRIBUTED
UNDER THE PROVISIONS OF THIS SECTION DURING THE
FISCAL YEAR ENDING JUNE 30, 1956, IS IN EXCESS OF THE
SUM OF $4,336,360.00, EACH COUNTY AND BALTIMORE CITY
SHALL RECEIVE A PROPORTION OF THE SUM OF $4,336,-
360.00 WHICH IS EQUAL TO THE PROPORTION OF THE
TOTAL INCOME TAX DISTRIBUTION RECEIVED BY IT FOR
INCOME TAXES PAID TO THE COMPTROLLER DURING THE
FISCAL YEAR ENDING JUNE 30, 1955.

SEC. 10. And be it further enacted, That this Act shall take
effect on June 1,1955.

(Senate Bill 326)

AN ACT to repeal and re-enact, with amendments, Section 35 (a) of
Article 66 1/2 of the Annotated Code of Maryland (1951 Edition),
title "Motor Vehicles", sub-title "Administration—Registration—
Titling", relating to the requirements for change of name or
address on operator's or chauffeur's licenses, registrations or titles
of motor vehicles.

[Brackets] indicate matter stricken from existing law.
CAPITALS indicate amendments to bill.
