such holding shall not affect the remainder of this charter nor the
context in which such section or part of section so held invalid shall
appear, except to the extent that an entire section or part of section
may be inseparably connected in meaning and effect with the section
or part of section to which such holding shall directly apply.

104. (DEFINITIONS.) WHEREVER IN THIS ARTICLE THE
WORD "TOWN" SHALL APPEAR, IT SHALL BE TAKEN AND
CONSTRUED TO MEAN ALSO THE WORD "CITY".

SEC. 2. And be it further enacted, That this Act is hereby declared
to be an emergency law and necessary for the immediate preservation
of the public health and safety, and being passed upon a yea and nay
vote, supported by three-fifths of all the members elected to each of
the two Houses of the General Assembly of Maryland, it shall take
effect from the date of its passage.

CHAPTER 259
(Senate Bill 99)

AN ACT to add a new section to the Code of Public Local Laws of
Harford County (1942 Edition), being Article 13 of the Code of
Public Local Laws of Maryland, title "Harford County", sub-
title "Taxes and County Treasurer", to be known as Section 466E,
and to follow after Section 466D as enacted by Chapter 295 of
the Acts of 1953, providing the date of finality in Harford County.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That a new section be and it is hereby added to the Code of Public
Laws of Harford County (1942 Edition), being Article 13 of the
Code of Public Local Laws of Maryland, title "Harford County",
sub-title "Taxes and County Treasurer", said new section to be
known as Section 466E, to follow immediately after Section 466D,
and to read as follows:

466E. The County Commissioners shall close the annual levy for
the year 1956 and complete the same on the first day of December,
1955, and on the same day in each succeeding year shall close and
complete the annual levy; should the first day of December fall on
Sunday, however, then said action shall be taken on the following
day, and the fiscal year for Harford County shall thereafter begin
on the first day of January in each year.

SEC. 2. And be it further enacted, That this Act shall take effect
June 1, 1955.
