SEC. 2. And be it further enacted, That this Act shall take effect

(House Bill 3)
AN ACT to repeal Section 94A of Article 16 of the Annotated Code
of Maryland (1954 Supplement), title "Chancery", sub-title "Adop-
tion", as said section was enacted by Chapter 225 of the Acts of
1953, and to enact two new sections in lieu thereof, said new
sections to be known as Sections 94A and 94B, to follow imme-
diately after Section 94 of said article and sub-title, clarifying
the inclusion of Prince George's County in the adoption laws
enacted in Chapter 599 of the Acts of 1947, stating the legislative
intent in the enactment of Chapter 225 of the Acts of 1953, codify-
ing certain laws relating to adoption in the several counties which
are partly exempt from the provisions of Chapter 599 of 1947,
validating certain adoption proceedings in these counties, and
relating generally to the laws on adoption in this State.
WHEREAS, In Chapter 599 of the Acts of 1947, the General Assem-
bly revised the laws concerning adoptions, these laws as amended,
now appearing as Sections 76-94, inclusive, of Article 16 of the 1951
Code; and
WHEREAS, Chapter 599 of 1947 repealed all the old adoption laws
and at the same time contained a provision that part of said Chapter
599 should not apply in a number of enumerated counties; and
WHEREAS, To cure the possible defect in these counties whereby
they may have been left with only part of an adoption statute, the
General Assembly thereafter enacted Chapter 19 of the Acts of the
Special Session of 1947; and
WHEREAS, By Chapter 225 of the Acts of 1953, there was a subse-
quent change intended solely to put Prince George's County within
the State adoption laws; and
WHEREAS, There was a possible inadvertent effect in the passage
of Chapter 225 of 1953, whereby part of the adoption laws applicable
in six counties may have been repealed or at least repealed by impli-
cation; and
WHEREAS, It is desired to correct this possible defect, to validate
adoption proceedings occurring in these six counties since June 1,
1953, to codify the provisions of two sections in the adoption laws
