therein, provided that all dogs so licensed shall be kept at the kennel
for which such license is issued. The county commissioners of St.
Mary's County are authorized and directed to appoint the necessary
agents to collect said license fees from owners of dogs who have not
paid the required license fees by the first day of August in each year,
and there shall be added to the fee of such delinquent owner a penalty
of one dollar ($1.00) per license.
(f) (Talbot County.) In Talbot County the fee for a male dog or
a spayed female shall be $1.50 and the fee for an unspayed female dog
shall be $3.00.
SEC. 2. And be it further enacted, That this Act shall take effect
June 1, 1955.

(House Bill 397)
AN ACT to add a new sub-section to Section 291 of the Code of
Public Local Laws of Baltimore County (1948 Edition), being
Article 3 of the Code of Public Local Laws of Maryland, title
"Baltimore County", sub-title "Title 23, Public Works", sub-head-
ing "Roads, Bridges, Sidewalks and Storm Water Drainage", said
new sub-section to be known as Sub-section (5a) of Section 291,
to follow immediately after Sub-section (5) of Section 291, re-
lating to the altering, relocating or straightening of public or
private highways, authorizing the County Commissioners of Bal-
timore County to acquire for said purposes, by purchase or other-
wise, the property in and adjacent to said highways, and to dispose
of property so acquired not in the beds of said highways.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That a new sub-section be and it is hereby added to Section 291 of
the Code of Public Local Laws of Baltimore County (1948 Edition),
being Article 3 of the Code of Public Local Laws of Maryland, title
"Baltimore County", sub-title "Title 23, Public Works", sub-heading
"Roads, Bridges, Sidewalks and Storm Water Drainage", said new
sub-section to be known as Sub-section (5a) of Section 291, to follow
immediately after Sub-section (5) of Section 291 and to read as
follows:
291. (5a) The County Commissioners of Baltimore County shall
have the right for the purpose of altering, relocating or straightening
of public or private highways, to acquire by purchase, gift, devise,
bequest, exchange or condemnation, land or other property in the
bed of such highways and adjacent thereto on either or both sides
thereof; any land or other property acquired hereunder, excepting
lands lying in the bed of said highways, may, after said highways
