jurisdiction, such holding shall not affect the remainder of this Act
nor the context in which such section or part of section so held
invalid shall appear, except to the extent that an entire section or
part of section may be inseparably connected in meaning and effect
with the section or part of section to which such holding shall directly
apply.

SEC. 3. And be it further enacted, That this Act is hereby declared
to be an emergency law and necessary for the immediate preservation
of the public health and safety and having been passed by a yea and
nay vote, supported by three-fifths of all the members elected to each
of the two Houses of the General Assembly of Maryland, the same
shall take effect from the date of its passage.

CHAPTER 129
(House Bill 317)

AN ACT to add a new section to Article 7 of the Code of Public
Local Laws of Maryland (1930 Edition), title "Carroll County",
sub-title "County Commissioners", to be known as Section 43B and
to follow immediately after Section 43A of said Article, as said
section was enacted by Chapter 173 of the Acts of 1943, author-
izing the County Commissioners of Carroll County to levy an-
nually on the assessable property in Carroll County sums neces-
sary to pay the salary of a secretary to the Judge of the Circuit
Court for said County and to pay for expenses incident to the
office of said Judge.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That a new section be and it is hereby added to Article 7 of the Code
of Public Local Laws of Maryland (1930 Edition), title "Carroll
County", sub-title "County Commissioners", to be known as Section
43B and to follow immediately after Section 43A of said Article, as
said section was enacted by Chapter 173 of the Acts of 1943, and
to read as follows:

43B. The County Commissioners shall levy annually and collect
from the assessable property in Carroll County, as other county
taxes are levied and collected, such sum or sums of money as in
their discretion, may from time to time be necessary for the pay-
ment of the salary of a secretary to the Judge of the Circuit Court
for Carroll County, and for the stamps, stationery, mileage and
other reasonable expenses incident to the office of said Judge.

SEC. 2. And be it further enacted, That this Act shall take effect
June 1, 1955.
