under the County Commissioners; (f) prepare for the County Treas-
urer checks, drawn on depositories of the Treasurer, for signature
by the County Treasurer, for payment of all authorized expenditures
and submit same to the County Treasurer with appropriate approved
voucher or directive for payment thereof; (g) coordinate the func-
tions of the Accounting Department with the operations of the County
Treasurer to eliminate duplication of records and facilities in relation
to the fiscal accounting affairs of the County Commissioners; (h)
provide for the preparation and submission of all budget requests of
Departments and offices under the County Commissioners, and other
agencies for which a tax levy
is to be made, assemble the same and
prepare for the County Commissioners a proposed budget for the
County, together with an estimate of revenue to be raised by tax
levy, for adoption of the County Budget and tax levy; (i) perform
such other duties as the Board may prescribe.

18. To provide for grading, paving, regrading, repaving, curbing,
recurbing, or repairing any road or sidewalk now or hereafter
condemned, ceded, opened, widened, extended or straightened as
public property and for levying for the cost thereof on the assessable
basis of the County or providing for the payment of the cost thereof
from the County's share of the State gasoline tax; and to provide
for establishing the [office of County Roads Engineer] Department
of Public Works,
and defining the duties and powers thereof.

34. Establish an Office of Licenses and Inspections to coordinate
the procedure for obtaining information or services in procurement
of licenses and permits; and, for such purpose, if need be, to con-
solidate, reorganize, merge or establish any existing or additional
office, branch or department under the County Commissioners to
expedite issuance of permits or licenses and act in liaison with other
governmental agencies for assistance to the public in obtaining in-
formation or services respecting licenses and permits.

35.   Take over, consolidate, reorganize, merge or establish, with
offices or departments under the County Commissioners, the func-
tions, duties and responsibilities of any other governmental agency,
Board, Commission, upon passage of appropriate legislation transfer-
ring such functions, duties and. responsibilities.

36.   Establish other Departments or offices under the County
Commissioners and prescribe the functions thereof; and, in addition
whenever deemed necessary or desirable, discontinue, reorganize,
consolidate, merge, or re-establish any existing or additional office,
branch or department under the County Commissioners for more
efficient or economical administration of governmental service.

37.   Establish or re-establish a Transfer Office to effect the trans-
fer of all real property from one owner to another; record the new
owner's name, address, and the liber and folio number of the County
Land Records relative to such transfer, within seven working days
from the date of the transfer, or presentation of such deed for record
to the Clerk of the Circuit Court for the County.

SEC. 2. And be it further enacted, That if any section or part of
section of this Act shall be held invalid by a court of competent
