CHAPTER 127
(House Bill 314)
AN ACT creating the Civic Center Authority as an instrumentality
of the Mayor and City Council of Baltimore; providing for the
appointment of the members of said Authority; authorizing said
Authority to establish, construct, erect, acquire, own, repair,
remodel, add to, extend, improve, equip, maintain and operate
directly, or lease a modern metropolitan Civic Center which may
be suitable for indoor sports, exhibitions, contests, gymnastic
events, performances of a theatrical, educational or cultural nature,
or as a general auditorium or convention hall; including parking
facilities appurtenant thereto or in connection therewith; con-
ferring powers, including those of eminent domain, and imposing
duties upon the Authority; and conferring powers and imposing
duties upon the Mayor and City Council of Baltimore; authorizing
the Civic Center Authority to borrow money from the City of Balti-
more and/or others and to issue revenue bonds and revenue re-
funding bonds, of the Authority payable solely from the revenues
of the Authority; providing for the fixing, charging and collecting
of rates and charges for the facilities of such Civic Center for
the payment of the principal and interest of such bonds and for the
cost of maintaining, repairing and operating such Civic Center;
providing that the faith and credit or taxing power of the Mayor
and City Council of Baltimore, or of the State of Maryland, shall
in no way be pledged or appropriated for the payment of said bonds
or the interest thereon; providing for the execution of trust agree-
ments to secure the payment of such revenue bonds or revenue
refunding bonds and the interest thereon without mortgaging or
encumbering such Civic Center; exempting said Civic Center and
the revenues therefrom, and such revenue bonds, or revenue re-
funding bonds, and the interest thereon from taxation.
WHEREAS, It is necessary, appropriate and desirable for the public
interest, convenience and welfare of the citizens of large metropolitan
cities that there be adequate and appropriate indoor facilities for the
presentation of sports events, exhibitions, contests, gymnastic events,
and of performances for theatrical, educational and cultural purposes,
and for use of a public auditorium and convention hall; and
WHEREAS, the City of Baltimore, although one of the largest and
greatest cities in the nation, does not have available adequate or
appropriate facilities for the purposes aforesaid; and
WHEREAS, it appears that sufficient revenue will be derived from
the operation of such Civic Center to amortize the cost thereof within
a reasonable period, and it is therefore deemed proper that the con-
struction of such a Civic Center be defrayed through the issuance of
bonds payable solely from such revenue and without in any way
increasing the public debt burden of the residents of Baltimore City,
or of the State of Maryland, and that the faith, credit and general
