40 (k) (la). The State's Attorney of Calvert County shall receive
annually the sum of not more than $2,000.00 for office, traveling and
other expenses. Payments on account of this allowance shall be made
at regular intervals by the Board of County Commissioners following
the presentation of bills by the State's Attorney.

SEC. 2. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate preser-
vation of the public health and safety and having been passed by a
yea and nay vote, supported by three-fifths of all the members elected
to each of the two Houses of the General Assembly of Maryland, the
same shall take effect from the date of its passage.

CHAPTER 111
(House Bill 57)

AN ACT to repeal and re-enact, with amendments, Section 430 and
Section 431 of the Charter and Public Local Laws of Baltimore City
(1949 Edition), title "Baltimore City", sub-title "Justices of the
Peace and Constables", to correct an inconsistency between those
sections and Section 429 relating to the accounting for all fines,
forfeitures and penalties imposed by a Justice of the Peace.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 430 and Section 431 of the Charter and Public Local
Laws of Baltimore City (1949 Edition), title "Baltimore City", sub-
title "Justices of the Peace and Constables", be and they are hereby
repealed and re-enacted, with amendments, to read as follows:

430.    Every Justice of the Peace appointed under the provisions
of this subdivision of this Article shall file with the City Treasurer,
[on the first day of April, July, October and January in each and
every year,] once in each month, an account verified by his oath or
affirmation, of all fines, forfeitures and penalties imposed by him
under the ordinances of the Mayor and City Council of Baltimore dur-
ing the [three preceding months;] past month; which said accounts
shall show the names of the respective defendants, the ordinances
under which said fines, penalties or forfeitures were, respectively,
imposed, and the amounts paid in each case by said respective de-
fendants; and the said Justice of the Peace at the time of filing said
account shall pay over to the said Treasurer the amount of said fines,
penalties and forfeitures so received, or the portion thereof to which
the Mayor and City Council of Baltimore is entitled, to be accounted
for by said Treasurer as other moneys of the said city are accounted
for by him.

431.   If any Justice of the Peace shall not have imposed or received
any such fines, forfeitures or penalties, or any portion thereof, as
